It seems more likely he wants to learn more from them about inhibiting business in the USA. Not that he isn't doing an admirable job considering his own lack of experience with anything profitable.

O.K., Lets have a closer look at this.

I assume the Balloon is filled with helium and it does not appear that there is a gondola attached to the underside of the balloon.. If a person were to enter the interior of the ballon they would soffocate in short order, so the normal reaction would be to back away.

Whether filled with hot air or helium it is clear that a balloon of this volume could not lift a 60 pound weight ( Watch the guy pull it down by its tether line).

With the soft bottom of the balloon( Looks like the stem on a mushroom on this set up) it would be apparent that a body was lying on the fabric inside and you would easily see the outline of a body just you would if it were a hammock.

I don't know what the motives are but it seems that the sheriff or the chopper pilots might have pointed this out straight away.
