All you see around Dubuque is people driving while on the phone, not paying attention to whats going on. They drive at 35 MPH in a 45 zone because they arent paying attention. How about banning smoking while drving in the car with a minor. Its a shame to see all of the adults driving around SMOKING with a child inthe back seat absorbing all of the smoke.
