Under the 1689 Bill of Rights Act (still on the statute books) there is a clause which says, and I quote.. Article 12. That all grants and promises of fines and forfitures before conviction are illegal and void. In effect fixed penalty notices and seizure of goods without being convicted in court is contrary to English Common Law, it is ILLEGAL. There is also a clause in Magna Carta 1215 Article 39 which states you have the right to be judged by a jury of your peers before fines and forfitures are imposed. People must know the law to fight the law.
