Establish a flat tax on purchases. 8) Federal tax rate cannot exceed the tax rate of the state with the lowest taxes. 9) A 5 day minimum online posting of bills before congress votes. (Ironically this was Obama&amp;#039;s idea.) 10) Any executive law or case law must be submitted and approved by congress before instated. </description>
