I don't know much about what the military standards are.
I can understand that the military needs to be able to make emergency fixes. However with the Aircraft I deal with if you had to put tape on something like the fuselage it's no longer airworthy.

The laws for maintaining Aircraft that fly people for hire are very strict. We never use tape to fill holes or cracks. If someone ever gets caught doing a half-ass repair they will lose their A&P certificates, and face jail time. Don't go spouting BS about something you obviously know nothing about.
