You can throw as many cops and detectives as you want. Its barely a band aid solution and very ineffective one. The majority of these issues start when parents become lax and let their kids loose. Both the parents and kids lack discipline and respect for themselves and their surroundings. Kids become what they see and hear as they grow. Adults can see that, based on our own experiences growing up! To make any meaningful change through outreach will require constant sessions with the kids. A mere summer session will do little. We don't have the resources to "baby sit" these kids so to speak. That's the parents job...
