Places I guarded in the past would require ratios of 10:1 in conditions like this. I saw the article said they had 10 guards and 20 huddle leaders but I'm not sure how many of the leaders were actively spotting. Non-guard spotters can be a big help, especially in a pool where other guards are close and the focus is on preventing or stopping risky behavior. Point is, spotters need some training in what to look for, and need to follow the same rules as life-guards as far as scanning, and not talking to others or having other distractions. My gut feeling is that there were to many kids in the pool in the dark for any number of spotters to keep track. People need to know the limits of the staff and facility, and remember that those are not suggestions, but a matter of life and death.
