Good question, I'm curious too. Also, does everyone that voted before have to vote again or does it only need to be 50% +1 vote of the people that vote this Saturday?

Isn't 50% +1 vote required? 31% of the 80% would be 24.8% so that would be roughly 45% total. It would take 37.5% of the previous no's
