<description>Can it be negligent homicide when the actions are willful and the deaths foreseeable? Off the top of my head, the felony murder rule seems a more appropriate charge. </description>

Besides, I doubt they were there to award Kim Jong Il a medal for North Korea&amp;#039;s contribution to minimizing carbon output through greater human misery.
