The references to "the organizer" and "the sponsor" in the conditions make me think that it's probably locally organised, but sponsored by Hasbro. I only had a brief look though, so I may be wrong.

For me, the important part of this scene was that starlight was at least partly responsible for her predicament. From her perspective the world (or a cute mark or circumstance) had taken her friend away, hence her determination to change it (or even her anger at it and willingness to risk the world for her revenge) Twilight was able to bring her around by pointing out how her own actions contributed to the loss of her friend.
