Basically beers usually top out at a certain percentage because the yeast simply can't do its work as efficiently the higher the alcohol content goes. The yeast eats the fermentable sugars in the wort (what they call beer before its fermented/alcoholic) and produce the alcohol. In order to make a bottle of beer that is 18-20% alcohol, you need a ton of malt, and you need a specialty yeast that will still be able to work at those alcohol levels. I tried to make one once, but the taste wasn't so great. Of course that was years ago when I was fairly new to brewing. There is a process to the court system, and while I'll admit the court system has its flaws (name one that doesn't!), there are reasons for the cases to have certain hearings at certain times, and those hearings are for certain purposes. Just like at your job, you have procedures for how you do things. An outsider might be dumb enough to take a glance at what you're doing and suddenly question why you are doing something a certain way, and proceed to tell you how you should do it, because it would be "smarter."
