Sorry nice try. Every city in America saw this coming years ago when the housing crisis started. Some received the message early and did something about it and some just continued on as business as usual. Kept expanding, giving raises to employees and started project that were unfunded. Here is a perfect example, this is not a knee jerk reaction. The city officials had plenty of time to fix the problem and decided to wait to long. Now they're backed into a corner.
