I have read where people have been able to do this, I haven't. Everyone's various steps are different. My personal experience the other day was receiving error 21 consistently from itunes if the tss server was running when performing and update (not a restore). If you don't run the tss server and your hosts file is not being rerouted to cydia or a local IP then your iphone will have its baseband updated as well.
