They didn't hand over weapons to the cartels. They simply tracked serial numbers provided by the gun shops as they sold guns and then tracked serials numbers reported by the Mexican government after they were used in crimes. Those guns would have been sold regardless if the ATF was watching or not. The ATF did not have the power to stop legal gun purchases.
