Environments are created by Management. Why is it that so many workers in a large sample are showing signs of work place stress? Middle management and their directives from the City Manager. Maybe the City Council should take a harder look at the top heavy Management levels to see if this can be reduced to save the city money and create a better work environment for the front line employees that are out numbered by their multiple tiers of managers....
