Unfortunate of course, but even if there were leash laws in affect, or the owners had taken precautions to see that their dogs were under control they still get loose somehow!! It was an unfortunate circumstance and I would not want to be the one who was pushing the chair and have to act on a second's instinct. Please, do not be harsh or rush to blame either caregiver or the dogs here. A chain of events took place, probably one at a time not bad, but strung together, it ended sadly. I have sympathy for the caregiver, the dog's owner, the owner's of the adult care home and especialy, the victim's family. A very unfortunate situation all around.
