<description>While I agree this was the most horrendous violation the NCAA has ever dealt with, as the article states, the death penalty applies for ,&amp;quot;.. teams that commit a major violation while already being sanctioned&amp;quot;.  Penn State was not under any sanctions until now.  Frankly, this punishment is probably as bad or worse than a death penalty, it has gutted the program and it will take years for them to be even remotely interesting or relevant once the sanctions are lifted.   </description>

<description>Sorry Clay but your argument is a straw man, the idea of taking a sample (i.e. the dogs who were observed being called) and extrapolating the results to the population (i.e. dogs on open space) is the root of statistics.  Despite Samuel Clemens statements, that very use of statistics is a t the heart of all scientific inquiry and discovery.  I get it, you like dogs, and don&amp;#039;t like the facts so you try and denigrate them.  That doesn&amp;#039;t change reality, and the reality is the majority of dogs on open space can not be recalled in accordance with the law.  Rather than argue the facts why not propose solutions?  </description>
