There should be an immediately beginning period, with ample time to register, say 6 months for all illegal Haitians. After that time, if you are not registered, then you are subject to 'holding' until such time as Haiti is deemed habitable. Those who failed to register, are held so that they can be sent back, and those that registered are given a date to voluntarily report back to be transported to Haiti. The advantage of registering being that after the six months registration period you are able to roam around and do as you please until you are sent back later, and failing to register we need to keep an eye on you because of your obvious continuing intention to thwart the law. Perhaps those who fail to register are sent back to Haiti earlier in order to help rebuild once there is enough infrastructure to support their being there. The ones who registered, are sent back later when conditions are somewhat better.

Conservatives think everyone should have the same right to pursuit of happiness, that's pursuit, not guarantee. They also believe that no one gets special privileges or categories or a leg up because they are LGBT or a minority. Why should the standards be lowered because someone claims Ebonics hinders them from speaking, reading, and writing English and therefore the rest of the class to whom they are given special privilege to get into- should be held back from proceeding at a faster pace just because they got a pass. Just like a non-minority individual who can't make the cut has to take catchup or refresher classes, so should any one of any other class or race be required to do. That way they are treated 'equally' (as you referred to) when entering college.

With this card, banks are allowing them to open bank accounts, this card is also allowing them to get driver's licenses, with a driver's license it's only a small step to anything else they want.
