That's what the episode says.

"...and you are pretty much saying that 'if a unicorn has a weather cutiemark, it can control weather' and that means there is a spell for that."

If there's a weather manipulation spell, an Alicorn could cast it, but not a normal unicorn.

It's not about agreeing or not. It's established in the episode "Hearth's Warming Eve" that food can only be grown by Earth ponies.
