@Jakartaguy Thanks man! appreciate it! will let you know if I ever come to India :D It seems like your modem didn't detect the SIM card. Check the modem LED. If it quickly blinks twice every 3-4 seconds then the modem hasn't been registered with the network. If it gives only one blink every 3-4 seconds then it's been registered. I've noticed that it takes some time for the modem to register on the network and if you try to connect during that time it gives an error message. I suggest you wait for a minute after plugging the modem and then try dialing. Plug it on a GNU/Linux box and check "dmesg" output and see if you get any error messages. Also try going for the latest Firmware upgrade or downgrading to the previous original firmware. That might fix it if the error has anything to do with the current firmware version. Maybe it's a hardware fault. If so it would be difficult than fixing a software error. But lets see how it goes. Good luck! :)

@Harshana LOL! Never thought you guys would be this delighted to see me using windows :D Actually the unlocker program was a proprietary software released by Huawei specifically to unlock the e220 modem :P whats the use of writing a free software just to unlock a random HSPA modem? Thanks for the comment :) PS: Don't tell bill :P

Hey Letho, Did you run the updater at first? Did the updater detect your modem like shown on the screenshot above? I've found problems when trying to use the QC Analyzer without using the updater to detect the modem first. And if you can, try this process in another computer just to check if it's a problem with your ports or if any program is blocking QC from accessing the ports. I'm not very sure about this but maybe you need to log in as an administrative user to do this. Hope it helps! :)

@mark I'm not sure If you could do that (getting a higher speed). But Updating won't do anything bad but good :) I've used the updater here just to make it easy for the QC analyzer to detect the modem. You can do the update if you are having an old version of the modem software.

@kasun
Edit your /etc/resolv.conf and add the opendns IPs. That would set DNS
servers in any GNU/Linux distro.

I use kppp in kde. To dial using kppp you're gonna have to create an
account with the information like number to dial(*99***#) etc.

To set the openDNS servers in kppp all you have to do is selecting the
account and manually setting the DNS servers. That can be done via
configure->Edit(accounts)->DNS tab. By default its set to automatic
mode. Change it to manual and enter the IP addresses given by OpenDNS.

@kasun
Opendns.com works fine. but we can't use many of its advanced
functionalities because all the Dialog broadband users share the same
IP address. But using openDNS alone will make your browsing faster
since Dialog's dns servers suck big time and OpenDNS resolves dns
queries really fast.

@tharindu I'm sure the CardLock Unlock tool doesn't do any damage to your modem. and all the other processes were just involved with "reading" from the modem, NOT writing to it which might cause damage if done incorrectly. So theres actually no way how these steps would cause such trouble with picking signals. If you read the EFS again using the QC analyzer after unlocking the modem, and open the bin file with a hex editor, you'll see that, what the Cardlock Unlock tool actually does is replacing the "lock code" with null values. Make sure that you haven't enable "GPRS only" option on your modem software. If everything fails I'm sure you must be able to get a replacement if you have any kind of warranty from the place you purchased the modem.

@Migaramk What is the Firmware version of your modem? You can see it when you are running the update wizard. Do you see those hex values like on the screenshot 4, on the output you get after clicking the "Send cmd" button? Also try unplugging the modem and plugging it again before starting the whole process again.
