A good source is a licensed private investigator, and here is why: 1.  A licensed PI that specializes in pre-employment background screening, such as I, knows the Federal and state laws that apply to what can and can not be access in a pre-employment background check as as FCRA,DPPA, and HIPPA laws__2.They have the application and the necessary release forms for both you and the applicant.__3.  The  PI uses FCRA compliant databases to do the criminal background check, and should do a civil check as well.__4.  A  PI knows how to search court records if necessary.__5.
