Jay, you forgot to mention immigration control. Individuals identified as radical islamists should be denied visa entry to the USA and EU countries. And radical islamists already living here should be legally deported. We're moving beyond surveillance.

Since we're at war with radical islam, known radical islamists living in the west should be legally deported or interned pending trial. Unfortunately, surveillance will not be enough.
