<description>I don&amp;#039;t think the backers of the measure were lying, they were merely constrained by Oregon law. Requiring the proceeds of the tax to be spent in a particular way would have required an amendment to the Oregon Constitution. Why the law is written that way, I have no idea. Getting an amendment to the Constitution by ballot measure is a higher hurdle that its backers decided to avoid. </description>

<description>I disagree with quite a bit of your article, particularly your attribution of motivation of the supporters of Measure 97. The point of the cartoon was mainly that the governor and legislature should try first to deal with the PERS issue directly, rather than expect it to be bailed out by Measure 97. I don&amp;#039;t believe M97 was created to cover the PERS shortfall, but if it passes, about half of its expected revenue will go to pay for PERS.    In any case, regarding the use of my cartoon in your publication, I do not grant permission. </description>

I haven&amp;#039;t identified a root cause in the cartoon-- all I am saying is: this is not a thriving system right now. Have I missed the mark?  -Jesse </description>
