I think that behind the scene there are many special interest groups putting in their thoughts and ideals and he is deal making and trying to keep them all happy. Can you imagine trying to please SEIU, the AFL-CIO, Steelworkers, Teamsters, and Autoworkers unions at the same time? He did say "they would have a seat at the table", and I think we just can't see the table to know who is there.
