I do believe that strict limits on who and services need to be tested for though. It really boils down to this. If your drawing YOUR OWN money (i.e social security retirement) than there is no test. If your getting anyone else's money (i.e. welfare, foodstamps, unemployment...etc.) than you gotta pass a drug test.
