There is no reason to water your garden or yard with treated water. If they aren't causing a problem other than gathering, then they have just as much right to be in a public space as anyone else. Teens and early 20's hang out...that's what they do. Maybe another solution would have been to approach them as a neighborhood group and tell them flat out that they are welcome to hang out in the park if they don't trash it.
