The 90% spendable is attached to congresses and the presidents pay. Any overspend will come out of their pay, enabling them to see our tax money as their money. No federal tax dollars will be used to save failing states or private business. 5. Congress will use public transportation or can provide their own car and fuel at thier own expense. By using public transportation they promote public confidence and will gurantee the security of the nation. 6. The problem with all of the overspending is that our elected officials don't see our tax money as ours, they see it as theirs. So if the budget is limited to 90% of the GDP which corrosponds to 100% of Congress's and the Presidents pay. If they overspend the 90% alotted to them all deficit spending comes out of their pay. Continuing to overspend takes on their personal finances and leads to impeachment hearings. The remaining 10% goes to paying off the debt and eventually making us more recession proof. I would solve the budget and overspending with forced responsibility by enabling Congress and the President to see our money as thier money.
