The National Guard are actually state soldiers, and unless the federal government activates them for a national emergency or overseas deployment, they are under the command of the governor. The governor of any state can use its states National Guard units for anything it wants within its state, and the oath of enlistment even states that they are to answer to the orders of the governor. This is most often done in the event of an emergency or disaster such as wildfires, floods, hurricanes, riots, and most recently border enforcement. Think of them as state run militias. The British divided the Middle East up after WWI. The Israelis were carved a piece out of that, but wasn't given sovereignty until 1948 due to pressure from the US. On a side note, the Palestinians were given a "homeland" as well, but rejected it for several reasons. 2. The Palestinians fled Israel between the first Arab invasion in 1948 and the Six Day War in 1967. They chose to flee and become a burden to whatever Arab countries would take (or couldn't stop) them rather than fight for their "homeland". Very few stayed, even less fought. The only "Arabs" that stayed and fought along side the Israelis were the Druze (Bedouins), and continue to serve as an integral part of the IDF. 3. The Israelis do get financial aid in addition to humanitarian supplies and military hardware. One of the main reasons is because the next largest religious group in the US is Jewish, and there would be tremendous outcry if we allowed Israel to fall to a bunch of Islamic zealots and barbarians.
