What if I told you that the exclusion law, is to limit if not eradicate predators downtown? Sure, there are transients that reside downtown as well and although on the surface it may seem they are the primary targets, the truth is there are some SERIOUS offenders downtown. These offenders prey on at risk youth and females in particular. As far as transients are concerned, I guess you might have a different outlook if you owned a business downtown and tried to make ends meet. It's easy to be 'on the hill' and form opinions on how downtown should be. It's another thing completely to have EXPERINCED it firsthand.
