I am saying this a bit tongue in cheek: the Constitution was the first liberal trick! Some founders did not want a large central government, having just rebelled against the one in England. The recalcitrants were persuaded to agree to be bound by the Constitution because it contained the promise: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
