Government policies that encourage manufacturing to be shifted overseas. We need to manufacture things in the US, not everyone can be in service industries. Manufacturing creates new value. If the politicians really wanted to increase revenue they would provide incentives(lower tax rate, faster equipment deductions) to/for companies that manufacture here.
