Is "driving force" supposed to be a pun? Weak KATU.
If it's an illegal immigrant then they probably don't have drivers license to put a mark on do they? Do repeat DUI offenders that are legal citizens even have a drivers license to put a special mark on?

My speculation is that when Sheridan voluntarily arrived at the police station he was most likely not accompanied with legal council and after being interrogated for several hours with apparent insurmountable evidence he confessed. Afterwards charges were filed and legal council was most likely retained at which point lawyers made a plead of not guilty in order to avoid a death penalty conviction.
This would not be the first time in history that someone has recanted a confession.
Hopefully this explains or points out why this would develop this way.
