I am glad Governor Otter has the foresight to adjust the budget in this case. To say he is jumping the gun is short sighted. The “rainy day fund” mentioned in the report is for exactly that. We have no way of knowing what problems or emergencies might face our state in the future, and those funds should be left as a safety net for a real rainy day. I only wish the same attention was paid to the budget in Washington. Having our state budget in the black is very important to the public.
