If a person is a hazard to be a walkaway they need to be institutionalized. The government needs to quit babysitting everyone and let communities start to try to take care of themselves. This is going to be another "thing" for police departments to deal with so they can't get to real emergency calls when they come out. Another fine waste of taxpayer money.
