The better statistical chance to win is based on winning with fewer votes. If every voter uses all five votes it would require a higher number of votes to gain office. If every voter reduces their voting to only two or three candidates the number of votes to gain office is reduced. Tying in the endorsements with the sending out of the ballots would make a lot more sense. The election is 5 weeks away; waiting until the "last moment" when it comes to politics makes much more sense to me.
