He even understands and to point sympathizes with the motives of the rogue cops. What makes these rogues villains is that in their attacks, they also kill numerous civilians and cops without any regret. This is what makes Harry spring into full "dirty" mode. The movie even goes to great lengths to show that there is not a department wide conspiracy, but just four impressionable overzealous rookies who are being molded by a fed up pacifist officer.
