It is in fact the Moon. We have not gone back there because we were warned not to by an indigenous "people" who live on the back side which is always away from us. They have been waiting for centuries to move closer to earth and wipe us out with natural disasters of all kinds and then take over and return the Moon to its orbit. The movie is a fictional depiction of their plans. While preparing for many decades for their plot to be hatched, they have been waiting for the populations of Earth to be sufficiently dumbed-down so as to believe anything and for the various leaders to be egotistical, stupid and impotent enough to not take any action, even if they could.
