I don't, however, think that a viable third political party is going to be a reality in my lifetime unless the only people who get to vote are the people who pay taxes. Hummmm, there is a thought! Having said that, here is my idea: I propose a different "Cap and Trade" program. Each member of the Administration, the House, and the Senate is issued 3 lies. With the 4th lie they pay a penalty or pay for the use of another person's allotment of lies. Administration for my program would be performed by The Sullivan Group in (Gasp) California.
