Substances of any kind, including drugs, alchohol and cigarettes, food, sweets and more are temptations. Combine that with compulsive behavior, and there's a conflict that needs some fighting. There should be consequences to his kind of behavior. In this case, loosing driving previleges for life (not 6 months) after two offenses is appropriate, paying restitution to victims of the behavior is a must, and camp time with Sheriff Joe Arpaio or similar might be the cure. On the flip side of the coin, I see nothing wrong with giving incentives on medical insurance like we do on car insurance for safe driving--translate safe behavior. We already have smokers and non smoker's rates. How about drinker and non drinkers rates as well as body mass indexed rates.
