In reference to #1. First we need to have fewer laws. For instance, a traffic officer who writes a ticket to someone for running a red light has no training in tax law and so is unlikely to arrest the same person for tax evasion. A person could be breaking multiple laws at the same time, but the law enforcement officer is going to enforce the laws of their training specialty.

I sent the following letter to my US Senators and US Representative through their web sites:

I request that you write into the next budget bill a requirement that all federal agencies produce and turn in to Congress a one page document explaining what article(s) of the Constitution authorizes their existence. An agency should only need a very short paper to support its constitutionality. For instance the Department of Defense is clearly supported in the Constitution by a specific clause authorizing the federal government to provide for the common defense. In addition include that those agencies that do not have a simple, clear, and specific authorization in the Constitution will be eliminated in the budget for the next fiscal year. Give federal agencies only one week to write this document. Congress will need time when working on the next budget. Federal agencies should be able to produce this information in less than one day. But bureaucracies move slowly so give them five working days.

Post the documents to the internet for a thirty to sixty day comment period from American citizens. Link the documents to the specific clause of the Constitution listed by the agency so Americans can read the clause in context.

This has the potential to save a large amount of money during our current economic crisis. The President has stated that the federal government must live within its income. Expanding unconstitutional federal programs during a time of extreme crisis is a bad thing to do. Eliminate unconstitutional federal programs. Fully fund only those programs specifically authorized by the Constitution.

During economically difficult times people must decide between wants and needs. Most of American household budgets are filled with wants. Our federal budget is packed with wants. What we the people need the federal government to accomplish is specifically listed in the Constitution. Please save our country by enforcing the Constitution as it was written.
