Even worse, would Government officials use the borrowed funds to line their pockets as was typical with Abacha and co.?  However, Nigeria has come a long way. Hopefully we have passed the era of brazenly stealing from the nation&amp;#039;s cookie jar, even when the cookies are borrowed... Or have we? </description>
