No, he didn't "leave" because of his daughter's illness. He was given an ultimatum by the Secretary of the Navy: stay and be demoted or leave and maintain your current rank...guess which one he chose.

He apparently clarified on Tuesday to the CDT, saying that he would hold onto his house seat long enough for a special election to be scheduled, whatever the hell that means since the scheduling of a special election is dependent upon his date of resignation.
