<description>I don&amp;#039;t think co-design is not a value neutral process (especially in resource scarce environments) though a lot of the rhetoric seems to cast it as inherently beneficial. I think the point you raise about &amp;#039;properly selecting the pool of users&amp;#039; points to this (as does &amp;#039;monitoring people to control bias&amp;#039;).  My main point of concern is government capture by constituents.  </description>

Specifically re: playbooks, everyone said that laying our the terms and conditions of collaboration up front was one of the best things they every did for their organizations.  </description>

<description>Luckily (for pseudo-philisophizers on the future of government like me) the politics of those choices fall above the electoral fault line (to your point) :)  Kidding aside - we do need to seek clarity on an experimental frame for social issues. Full disclosure and opt in are good places to start but do little to bound a region or mitigate selection bias. These are issues we will be grappling with for some time! </description>
