<description>The three team divisions is the only one that fits Delaney&amp;#039;s standard of balance, geography, and keeps the rivalries.  It also keeps a lot of flexibility.    It would be especially good for the non-revenue sports where most of travel costs occur.     A tiebreaker would decide which of the 3 divisions would not be in the Big Ten Championship game, this is only one game of thousands played by all the men and womens non revenue and revenue sports.     A tiebreaker set-up may also create more interest.    </description>
