It was an old grocery store that they dumped millions of dollars into remodeling and was undersized for the police the day it opened. Lewis is pretty well known for buying up his old friend's distressed properties and turning them into city facilities. He did the same thing with the old dinner theater even though staff and an outside engineering firm told him that the building should be torn down due to it being structurally unsafe.
