A cyclist can legally use all 3 though there are legal exceptions in certain cases. For instance in my city according to its own municipal local ordinances it's illegal to ride on sidewalks just within designated business districts (It's difficult to find a map of these exceptions but I diligently found one and printed it out).
A cyclist lawfully has to use hand signals or use turn indicators (yes, they have them for bicycles).Reasons for a cyclist to use a pedestrian cross walk can be because traffic loop detectors for traffic light change in traffic lanes at the intersection don't work properly in a particular circumstance and this can also happen to motorcyclists as well.It can be quite frustrating waiting at an intersection when a traffic light never changes due to defective vehicle detection (signal equipment). In some areas I ride on the sidewalks because I don't want to slow faster going dense motor vehicle traffic on busy arterial's in narrow traffic lanes that can't be shared though I have to stop to give the right of way for pedestrians on those sidewalks that I do use.
I will use a bicycle lane if it is there however sometimes I do have to carefully use traffic lanes for left turns and will properly signal.
Have I seen cyclists disobey traffic laws yes I have seen cyclists not legally wearing approved helmets ( my local city law) within my city and illegally blow through red lights.I also see many riders not using proper lighting at night either which can be dangerous. Also I have many times witnessed motor vehicle drivers not paying attention and not giving the legal right of way at crosswalks either or dangerously and illegally blow through red traffic lights putting others in grave danger.
When in doubt pay attention, scan the roads with your eyes and always use caution.Sometimes one must slow down and use lots of caution in certain areas due to traffic or weather conditions.

Robert Jesse Hill is an amazing entertaining gadfly. For those in power they cringe at his antics.
In the past he ran for the office of Pierce County Sheriff and got a substantial amount of votes. He also ran as a candidate for a Tacoma city council member.I would watch him on TV Tacoma at the city council meetings and it was like the three stooges taking over.It turned a boring city council meeting into a new exiting comedy channel..

A couple or more Coonhounds should do the job well along with a few hunters. http://en.wikipedia.org/wiki/Coonhound

It's illegal to kill them unless the raccoons are a threat to livestock or crops (hence there are exceptions under state law).In self defense of course that would be looked upon also as legal.

Bobcats (just about twice the size of a domestic cat) and Great Horned Owls would make fine predators of the excessive overpopulation of nuisance raccoons. The Bobcat would hunt them and the Great Horned Owl prefers the Raccoon kits as food.

I've had raccoons in my neighborhood in Tacoma. They have ravaged my cherry trees, killed a beloved pet cat, destroyed the roof of my shed (even bored a hole in the thick plywood) and ate holes in my wood fence.
No problems with holes in my homes roof however they are easily capable of destroying a house and will easily do so if the home is temporarily unoccupied (homeowners on vacation etc).
So far in the past I have shot one in the heart/lung area and killed about a dozen others by poisoning these destructive and dangerous nuisance pests.
These beasts are one of the worst pests in existence especially to farmers. They are also multiple disease vector carriers too. They also are not originally native to this area too but rather are an invasive species. http://en.wikipedia.org/wiki/Raccoon#Distribution....
The best thing to do with them is to exterminate them systematically.
A good idea would be to import more predator animals to cull their overpopulating numbers.
They were a big problem in my neighborhood when I had neighbors who daily barbecued outside and didn't properly dispose of their trash in approved containers but left their garbage outside in plastic bags.
Since those particular neighbors moved away this problem has subsided greatly.

Probably not as addictive as driving a motor vehicle though and the sheer overwhelming number of addicts proves that.

We have war booty in my family. One of my brothers is inheriting a Adolf Hitler tapestry but I've selected the original Bavarian Pickelhaube with its original case and cover.I think that it would go good with my bike.
