It's not defined as a government that has laws; it's defined as a system where the rule of law is the governing force. You may say that tyrants enact laws that govern the people too, but the difference is that in a republic, laws and government exist to protect and enhance the rights and freedoms of the people. Oligarchical government serve the interests of those in charge before the interests of the people.
