The reason I didn't was because Florida was in a drought and I didn't want to lose any moisture from the soil. I didn't expect a solid week of continuous rain. Holes right above the soil line sound like a good idea. That way the plants wouldn't be under water and excess rain could spill out before it had a chance to really sink into the beds.
