I'm not sure that is quite an accurate description of those who don't talk about their atheism much. Personally, I prefer the term humanist because it states in a positive manner what I do believe and while I speak out on the next via writing a book, articles on a website, making comments, and occasionally speak on a podcast or to my local Freethought group, I am not so outspoken publicly in the HQ of the A of G. I am not into face to face confrontation where one or more persons will get angry, belligerent, hateful, and potentially violent concerning their delusional religious beliefs. Face to face confrontation is not my style, but I'll gladly write, participate in podcasts, or make short speeches where I am invited. So in that respect, I'm not so silent, despite being silent in a public area.
