It never changes. As for the welfare thing. Well it has also been my finding that if you were a child and your mother raised you on welfare you are more than likely to raise your children on welfare because that is the only thing that you know. Now there are people out there that do break the chain and that is AWESOME. I just feel that if you are on welfare that you should have to go to school or get a job other wise you lose it.
